New York City sits on bedrock that varies by tens of feet within a few city blocks, enforces a facade inspection law that can mandate a sidewalk shed at 30 days’ notice, and packs every job site into some of the densest, most logistically constrained real estate in the country. A number that doesn’t account for exactly which block a project sits on, or exactly how old the building’s facade is, misses real cost before the first shovel goes in the ground.
Every one of the five boroughs runs under the same Department of Buildings, but conditions on the ground shift block by block — bedrock depth, facade inspection status, landmark designation, and even curb access for material delivery. Estimates built on generic NYC assumptions surface later as change orders, unplanned sidewalk shed rental, or a foundation redesign nobody budgeted for.
Mega Estimating prices NYC on what the Department of Buildings, the local community board, and the site conditions actually require, grounded in RSMeans and Craftsman cost data and localised to current New York City trade pricing. We work with general contractors, subcontractors, developers, architects, and lenders.
Bedrock depth swings wildly within a few blocks, and it decides the foundation.
Manhattan Schist lies as shallow as 20 feet below grade in parts of Midtown and the Financial District, capable of bearing loads of 150 tons per square foot or more — but the same bedrock plunges to 60, 80, even 100-plus feet beneath Chelsea and the Garment District. Rock caisson foundations socketed into schist are standard where bedrock is shallow; where it isn’t, foundation depth and cost change dramatically, and skipping a rigorous subsurface investigation before structural design is how budgets blow up mid-project.
Facade inspection law can turn an unrelated project into a mandatory repair.
The Facade Inspection & Safety Program, still widely known as Local Law 11, requires periodic inspection of any building over six stories, and an “Unsafe” rating triggers mandatory sidewalk shed installation within 30 days and required repairs within a year — with penalties starting at $1,000 per month and climbing per linear foot of shed. A renovation or capital project on an older building can’t be estimated without first checking its current FISP status.
Site logistics in NYC are their own line item.
Dense urban sites surrounded by existing buildings, active transit tunnels, and a century of buried infrastructure mean excavation, shoring, and material delivery all have to be planned block by block. Curb access, sidewalk shed footprint, and DOT street permits for staging and hoisting shape scheduling and cost in ways a suburban or greenfield site never does.
Landmark designation adds a real review layer in a huge share of the city.
Any exterior work on a designated landmark or within a historic district requires Landmarks Preservation Commission review before a DOB permit can move forward, and with dozens of historic districts spread across all five boroughs, this applies far more often than out-of-town teams expect.
Zoning and alteration classification decide what’s actually buildable.
NYC’s Zoning Resolution governs floor area ratio, use, and bulk on every site, and any renovation gets filed as an Alteration Type 1, 2, or 3 depending on scope — each triggering a different review path. Getting the classification wrong stalls a project at the DOB before construction ever starts.
Local Law 97 reshapes the economics of larger buildings.
Most buildings over 25,000 square feet now face annual greenhouse gas emissions limits, with penalties of $268 per excess metric ton of CO2 — a real cost driver on renovation and capital-improvement work, not just new construction.
Each factor is built in and supported by current market pricing — how we hold 95–98% accuracy across our projects.
Mega Estimating supports general contractors, subcontractors, developers, architects, and lenders at every stage:
We also provide budget and preliminary figures to support financing before drawings are finalised, plus submission-ready bid estimates and material takeoffs across every CSI trade.
Standard turnaround is 3 to 5 business days, using PlanSwift, Bluebeam, and Trimble. Rush service is available in 24 to 48 hours.
We price across NYC — Manhattan, Brooklyn, Queens, the Bronx, and Staten Island. Building somewhere not named here? Reach out regardless; we can typically price it.
Foundations respond directly to site-specific bedrock depth — caisson design and cost differ enormously between a shallow-schist Midtown site and a deep-bedrock Chelsea parcel just blocks away. Facade and exterior work carries FISP inspection and repair obligations on any building over six stories, with sidewalk shed costs a recurring line item citywide.
Sitework and logistics absorb NYC’s density directly: shoring adjacent to existing structures, coordinated DOT permitting, and material staging all cost more here than almost anywhere else in the country.
Permits run through the Department of Buildings under the NYC Construction Codes, with alteration type classification and zoning compliance reviewed before work can begin. Landmark and historic district projects add Landmarks Preservation Commission review on top of the base permit.
FISP compliance status should be checked before scoping any project on a building over six stories, since an “Unsafe” finding can force unplanned repair work into the schedule. DOT permits for sidewalk sheds, staging, and street closures run on their own timeline alongside DOB review. These reviews run concurrently and add time, which we factor into our scheduling assumptions.
