Zoning runs through the alderman as much as the ordinance.
Map amendments, planned developments, and many special-use approvals require aldermanic introduction, and aldermanic prerogative — the practice by which the local alderman’s position effectively controls the outcome — is a defining, informal layer of the process with no direct equivalent downstate.
Union labor and prevailing wage set the cost floor.
Chicago and Cook County operate under dense union coverage, and any project touched by public funding triggers Illinois Prevailing Wage Act rates specific to Cook County. Even fully private jobs price against a union-dominated labor market unlike open-shop downstate pricing.
Landmark districts carry a legal review, not a design suggestion.
The Commission on Chicago Landmarks reviews all permit applications touching designated landmarks or landmark districts, and new construction or demolition can require a public hearing before a permit is issued. With dozens of landmark districts citywide, this applies far more often than out-of-town teams expect.
Winter is a real construction constraint.
Chicago’s frost depth runs around 42 inches, and a genuine winter season limits certain work and adds cold-weather concrete, heating, and enclosure costs to any schedule spanning the colder months.
