The city is split between the Falls Lake, Jordan Lake, and Neuse River basins, each with its own nutrient-management strategy and stormwater rules — roughly half the city falls in the Jordan watershed, with the rest split across Falls Lake and Neuse River. Which basin a parcel sits in determines the buffer, density, and stormwater treatment requirements that apply, and getting that determination wrong misdirects the entire site plan.
Falls Lake carries some of the strictest nutrient rules in the state.
